Park Place Development proposed for City of O’Fallon

Park Place Development partners with City of O’Fallon to propose major development near O’Fallon Family Sports Park
A new partnership between the City of O’Fallon, Holland Construction, State Construction, and Pier Property Group, was recently announced, bringing an innovative mixed-use development to the heart of the O’Fallon community.
This development will feature a blend of entertainment, retail, and residential spaces designed to “elevate” the O’Fallon experience. Residents and visitors can look forward to:
- A state-of-the-art golf range similar to “TopGolf”, offering fun and entertainment for all skill levels
- Unique, experience-based retail spaces that offer something for everyone
- A diverse selection of restaurants – perfect for dining, socializing, and making memories
- Upscale apartments, townhomes, and single-family villas for a range of lifestyles and preferences
- Scenic walking trails designed for relaxation, fitness, and enjoying nature
- A pedestrian tunnel connecting directly to the O’Fallon Family Sports Park, offering easy access to one of our community’s premier outdoor spaces
This new development will not only bring new jobs and economic growth to O’Fallon but also create a hub for residents and visitors alike to enjoy. With top-tier construction, innovative designs, and a focus on creating a welcoming, connected community, this project will have a transformative impact for the Sports Park and City of O’Fallon.
This project began in 2023 with a discussion and RFQ on the possible sale of City property along Venita Drive. This led to a proposal from a group led by Rich Gorazd (State Construction), Bruce Holland (Holland Construction), and Michael Hamburg (Pier Property Group) to build a mixed-use development bordering the Family Sports Park.
The proposed development would include a Top Golf-like driving range, entertainment-based commercial, restaurants, a hotel, high-end apartments, and residential homes. City staff have been working with this group since that time to shape a project that would have a significant economic impact for O’Fallon and mitigate traffic, noise, crime, and other concerns for the nearby residents.
The project developers and the City of O’Fallon will be hosting open house meetings for the public to learn more about the project and provide input.
The first of the two open houses will be held for the immediate neighbors of the Development and Sports Park. That open house will be held at 6 p.m. on Feb. 13, 2025, at Fire House HQ (1215 Taylor Road).
Notices and reminders of the meeting will be mailed to all properties adjacent to the Sports Park and Development.
The second open house meeting will be for the entire O’Fallon community to learn more about the project and provide input.
The second of the two open houses will be held for anyone interested in learning more. That open house will be held at 6 p.m. on Feb. 19, 2025, at Fire House HQ (1215 Taylor Road).
Notices and reminders will be published online and in the O’Fallon Weekly, but will not be mailed individually. You are not required to attend these open houses or submit questions in order to know more about this development.

This project will be required to go through multiple public steps before any decision on approval takes place. Below is the tentative schedule of public meetings examining the plan:
- February 13: Open House at Fire Station 4 for neighboring subdivisions (Parcs at Arbor Green and Park Bridge Station).
- February 19: Open House at Fire Station 4 for the general public.
- March 11: Planning Commission public hearing and review.
- March 24: Community Development Committee review.
- April 7: City Council First Reading consideration.
- April 14: Community Development Committee review.
- April 21: City Council Second Reading consideration.
