Work is progressing on a new $27 million upscale apartment development in Shiloh dubbed Thirteen01 at Hartman Lakes. Edwardsville-based Contegra Construction is the builder.
Hartman Lakes Apartments, located at 1301 Centerpoint Circle, includes nine, three-story garden apartment buildings situated on 17 acres. The apartment complex is part of a larger planned development of single-family villas and light commercial located near the northwest corner of Hartman Lane and Frank Scott Parkway.
Greenmount Retail Center LLC in O’Fallon is the developer, and Hurford Architects Inc. in Glen Carbon designed the project.
Contegra Project Manager Cory Parker said work is about 75 percent completed. The scheduled completion date is October.
The clubhouse and pool and buildings one and two have been completed and turned over. Work is nearing completion on building nine.
The remaining six buildings are in various stages of finishes. Drywall work has started in buildings three and four. The interior and exterior finishes need completed in buildings seven and eight, and the expected turnover dates for these buildings is May and June. Building five is framed and the wall rough-in is ongoing, while building six is framed and the trusses need to be set and sheathed.
Work started in March 2018.
“We slowed down with the weather this winter brought,” said Parker. “But things are ramping back up quickly as temperatures start to warm up.”
Each building contains 12, one-bedroom and 12, two-bedroom units. One-bedroom units are 816 square feet and two-bedroom units are 1,179 square feet. Rents range from $990 to $1,350.

About 80 units have been rented and are going quickly. Renters range from college graduates to seniors looking to downsize.
Apartments feature luxury vinyl plank flooring, granite countertops, stainless steel kitchen appliances and in-unit laundry rooms with a washer and dryer. Each unit also has a balcony with storage closet.
Community amenities include a clubhouse with a fitness room, resort-style pool, fire pit, gas grills, two lakes with fountains, walking trail, fenced in dog park, two 12-bay garages and four six-bay garages and a gazebo.
There is demand for more housing of this type in the area. “It’s a somewhat rural setting but with all the conveniences of city living,” said Parker.
