Haine-backed measure creates buffer zones between adult entertainment, schools

SPRINGFIELD – The Illinois Senate has unanimously passed a bill sponsored by Sen. Bill Haine, D-Alton, that would create buffer zones between adult entertainment facilities and schools, daycare centers, cemeteries, public parks, public housing or places of worship.

The legislation, House Bill 3983, arose from an instance in which the town of Stone Park in northern Illinois allowed for the construction of an adult entertainment facility next door to a convent that was just over the municipal border. The measure is intended to protect citizens from the adverse secondary effects generated by adult entertainment facilities.

“This law is needed to prevent cities and counties from placing their adult entertainment facilities next to churches, schools and other areas where children gather,” said Haine (left). “We know that crime rates rise the most within 250 feet of these facilities. This bill is important to keep our children safe and to make sure people are able to feel protected from the lewd behaviors these establishments attract.”

The measure also updates the definition of adult entertainment facility to reflect the changing nature of the types of businesses that focus on material of an adult nature by providing for a clearer and very specific definition.

The legislation passed the Senate on Friday with a vote of 51 to 0 and will be sent to the governor’s desk.
