Nineteen area road projects recommended for federal funding

Municipal governments are figuring on absolutely no help from the state of Illinois on some of their long-range road projects in coming years, but that doesn’t mean they have given up on outside financial assistance altogether.
The federal government still has funds available, and towns around Metro East are vying for a piece of the pie.
A committee of the East-West Gateway Council of Governments this past month forwarded a recommendation for federal funding of 19 projects in the counties of Madison, Monroe and St. Clair. Some 20 other projects failed to make the cut.
The funding will come through two federal sources, $5.482 million of it from the Surface Transportation Program and another $2.757 million from the Congestion Mitigation and Air Quality Improvement program. The programs are two of many with which the East-West Gateway agency deals in its role as a Metropolitan Planning Organization. Its members, who are representatives from local government and governmental transportation authorities, review all federal transportation applications in the region and recommend the ones that go forward.
Surface funds can be used for projects such as pavement preservation, highway expansion, congestion mitigation, safety, environmental mitigation, transit, and pedestrian facilities. Congestion Mitigation funds can be used for traffic flow improvement, demand management, shared ride services, bicycle/pedestrian facilities, transit vehicles/facilities and operating assistance for new transit service.
The call for applications began in December and will end with the final approval from the East-West Gateway board on July 29. The federal funds have already been committed, contingent upon the local approval.
“The committee has made the recommendations and the projects will be included in our draft Transportation Improvement Program, which is a four-year schedule of federally funded projects in the St. Louis region. Basically any project that has federal funds has to be included in the document. We’ll go out for public comment in June. At the end of July, we’ll bring the document back to our board of directors for a final vote,” said Jason Lange, transportation planner at East-West Gateway.
Most of the listed projects would not be underway until 2019, he said.
